BIMSTEC member countries have adopted the Delhi Declaration to strengthen regional cooperation against terrorism, violent extremism and other cross-border security threats. The declaration followed the first BIMSTEC Home Ministers’ Meeting, held in New Delhi on October 13, 2026, according to the Government of India.

The meeting brought together representatives of all seven BIMSTEC member states: Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand. India’s Union Home Minister Amit Shah chaired the meeting.

Focus on terrorism and cross-border crime

The Delhi Declaration calls for stronger cooperation against terrorism and violent extremism, including efforts to counter radicalisation and terrorist financing. The participating countries also discussed cooperation in addressing transnational crime and other threats that cross national borders.

Regional security challenges increasingly involve networks that operate across multiple jurisdictions. Information-sharing, coordination between law enforcement agencies and effective legal cooperation can help countries investigate such crimes and respond more efficiently.

The declaration also emphasises implementing existing BIMSTEC conventions and agreed action plans. The practical impact will depend on how member countries translate these commitments into coordinated action.

Cybersecurity and regional coordination

Cybersecurity was among the issues highlighted in the broader discussions on regional security. Cross-border cybercrime can affect government systems, businesses and individuals, making cooperation between countries important for investigations and prevention.

The meeting also addressed illicit drugs, extradition and disaster management. A proposal concerning a BIMSTEC disaster management centre in Jamnagar was among the initiatives discussed, according to the official meeting-related announcements.

Why the declaration matters

BIMSTEC connects South and Southeast Asian countries around the Bay of Bengal. Its members have different security priorities and legal systems, making regular dialogue important for identifying shared concerns and improving cooperation.

The Delhi Declaration provides a framework for further collaboration, but the announcement itself does not establish that every proposed measure has already been implemented. Progress will need to be assessed through subsequent agreements, joint operations and official follow-up announcements.
