GST reforms from November 1 introduce simplified seller registration and faster refunds for eligible Indian businesses.

Headline: GST Reforms Begin in India: Small Online Sellers to Get Easier Registration and Faster Refunds

The GST Council's process reforms are being rolled out in phases from November 1, 2026. The measures include simplified registration for eligible small e-commerce sellers, standardised documentation and faster processing of certain refund claims.

Under the reported changes, eligible small sellers operating through e-commerce platforms may use the platform's warehouse in another state as their principal place of business, subject to prescribed conditions.

For eligible zero-rated supply and inverted-duty-structure refund claims, 90% provisional refunds are intended to be processed automatically based on system risk assessment. Full refunds of eligible excess electronic cash ledger balances are also covered by the reforms.

The changes are intended to reduce compliance burdens and improve working capital availability for businesses. Not all GST Council recommendations become effective automatically; some require legal amendments and separate notifications.
